Costa Rica has long defined itself by what it chose not to have. No standing army. No oil drilling. Few countries have so deliberately woven restraint into their national identity. Last week, Laura Fern\u00e1ndez Delgado, a former minister and close ally of outgoing president Rodrigo Chaves, won Costa Rica\u2019s presidency outright in the first round.
