GENEVA<\/strong> \u2014 The United Nations is warning that the world is facing a troubling resurgence in the use of anti-personnel mines, with devastating consequences for civilians and long-term implications for human rights, development, and peacebuilding.<\/p>\n\n\n\n

In a new report presented to the UN Human Rights Council, the Office of the UN High Commissioner for Human Rights (OHCHR) cautioned that anti-personnel mines continue to kill and maim civilians years\u2014even decades\u2014after conflicts have ended, creating what it describes as a persistent and intergenerational human rights crisis. The report urges all states to recommit to the global ban on anti-personnel mines and accelerate efforts to clear contaminated land and support survivors.<\/p>\n\n\n\n

The warning comes as conflicts around the world have generated new mine contamination and raised concerns that progress achieved over the past two decades may be eroding.<\/p>\n\n\n\n

According to the UN report, these explosive remnants frequently deny affected communities a broad spectrum of human rights, including the rights to life, health, education, work, housing, food, water, and an adequate standard of living. The UN’s warning also arrives amid renewed concerns about the future of the global norm against anti-personnel mines.<\/p>\n\n\n\n

The Convention on the Prohibition of Anti-Personnel Mines, commonly known as the Ottawa Treaty, entered into force in 1999 and is widely credited with dramatically reducing stockpiles, lowering casualty rates, and accelerating land clearance efforts around the world. Yet recent conflicts have exposed persistent and, in some cases, increasing use of these weapons, raising fears that decades of progress could be reversed.<\/p>\n\n\n\n

The High Commissioner for Human Rights is urging all states to uphold their commitments under the treaty, strengthen international cooperation on demining and victim assistance, and recommit to the ultimate objective of a world free from anti-personnel mines.<\/p>\n\n\n\n
