The Operating Picture<\/strong><\/h3>\n\n\n\n

Asian governments are reviewing their energy-security positions as conflict in the Middle East continues to affect shipping routes, commercial oil flows and national emergency reserves.<\/p>\n\n\n\n

Strategic stockpiles, alternative suppliers and government measures have helped limit the immediate effects of disrupted Persian Gulf exports across much of the region. Several countries have also drawn on reserves accumulated for supply emergencies.<\/p>\n\n\n\n

The New York Times reported that Asian governments have released emergency oil, subsidized fuel, pursued replacement cargoes and introduced conservation measures since the conflict began disrupting Middle Eastern exports. Its reporting highlights a policy challenge: governments must address current supply and price pressures while retaining reserves that could be needed during a longer or more severe interruption.<\/p>\n\n\n\n

Exposure differs significantly across the region. China holds large government and commercial inventories, although Beijing does not publish a comprehensive account of their size. Japan and South Korea maintain formal emergency-reserve systems and participate in coordinated action through the International Energy Agency. Other Asian economies have smaller stockpiles, greater reliance on imported fuel or less fiscal capacity to offset higher costs.<\/p>\n\n\n\n

Strategic Reserves Contained Part of the Initial Shock<\/strong><\/h3>\n\n\n\n

Emergency petroleum reserves are intended to provide temporary protection when normal commercial supplies are interrupted. During the current crisis, they have given governments and refiners additional time to redirect shipments, secure alternative crude and adjust domestic consumption.<\/p>\n\n\n\n

In March, members of the International Energy Agency approved the largest coordinated release of emergency oil stocks in the organization\u2019s history. The action followed a sharp reduction in Persian Gulf oil flows as fighting disrupted production and transit through the Strait of Hormuz.<\/p>\n\n\n\n

On July 21, the IEA said its members had collectively released approximately 290 million barrels since March but continued to hold substantial emergency inventories, according to Reuters. The figures indicate that participating countries retain capacity to respond to further disruption, although the adequacy of those reserves would depend on the scale and duration of any additional interruption.<\/p>\n\n\n\n

The available evidence does not support the conclusion that Asia is approaching a uniform exhaustion of emergency supplies. Reserve levels, import exposure and response capacity vary widely by country.<\/p>\n\n\n\n

A more immediate concern is that some governments could be required to draw down inventories again before earlier releases have been replenished.<\/p>\n\n\n\n

Asia\u2019s Exposure Is Uneven but Significant<\/strong><\/h3>\n\n\n\n

Asia remains sensitive to disruptions in the Persian Gulf because several of its largest economies depend heavily on imported oil from the region.<\/p>\n\n\n\n

China, India, Japan and South Korea are among the largest purchasers of Middle Eastern crude. Several Southeast Asian economies also face exposure because they maintain smaller reserves or have fewer financial resources with which to secure alternative cargoes during periods of heightened competition.<\/p>\n\n\n\n

Replacement supplies may be obtained from the United States, Brazil, West Africa and other producers. Those alternatives can involve longer shipping distances, higher freight or insurance costs and operational adjustments for refineries configured for particular grades of Middle Eastern crude.<\/p>\n\n\n\n

Governments therefore face different policy choices. Some may release additional reserves to moderate domestic price increases or support industrial activity. Others may choose to preserve inventories in case the conflict broadens or shipping disruptions continue.<\/p>\n\n\n\n

Both approaches involve trade-offs, and neither fully removes dependence on maritime energy routes.<\/p>\n\n\n\n

The Replenishment Dilemma<\/strong><\/h3>\n\n\n\n

The conflict is contributing to renewed attention on strategic storage capacity across Asia.<\/p>\n\n\n\n

Reuters has reported that China is developing 11 new strategic storage locations, India is seeking to double its reserve capacity and the Philippines is establishing an emergency reserve system with support from Japan.<\/p>\n\n\n\n

Michelle Brouhard, Kpler\u2019s head of policy and geopolitical risk, estimated that replenishing and expanding strategic reserves could add approximately 506,000 barrels a day to crude demand during the fourth quarter of 2026, with the effect potentially increasing in 2027.<\/p>\n\n\n\n

That estimate points to a possible tension. Rebuilding reserves may strengthen national preparedness, while simultaneous government purchasing could increase competition for crude and support higher prices.<\/p>\n\n\n\n

The market effect would depend on the timing and scale of purchases, broader demand conditions and whether Persian Gulf production and shipping return to more stable levels.<\/p>\n\n\n\n

The United States faces a related constraint. Its Strategic Petroleum Reserve has fallen to levels not recorded since the early 1980s following releases intended to offset global supply disruption. This may reduce Washington\u2019s flexibility if another large international release is considered, although the extent of that constraint would depend on the scale and purpose of any future intervention.<\/p>\n\n\n\n

Risks Across Two Maritime Arteries<\/strong><\/h3>\n\n\n\n

The strategic concern extends beyond the Strait of Hormuz.<\/p>\n\n\n\n

Hormuz remains central because it connects Persian Gulf exporters with global markets and carries a substantial share of the oil imported by Asian economies. A sustained closure or significant reduction in traffic would increase reliance on reserves, alternative suppliers and non-maritime routes where available.<\/p>\n\n\n\n

Houthi threats in the Red Sea create a separate source of risk. Disruption around the Bab el-Mandeb Strait and the Suez Canal can lengthen voyages between Asia, Europe and the Atlantic basin, increase insurance and freight costs and reduce the efficiency of available tanker capacity.<\/p>\n\n\n\n

The two theaters are operationally distinct. Simultaneous disruption in both, however, could increase shipping costs and delivery times while adding uncertainty to energy markets.<\/p>\n\n\n\n

The effects may occur even without a formal closure of either route. Tanker operators may avoid threatened waters, insurers may raise premiums and governments may increase naval deployments in response to perceived risk.<\/p>\n\n\n\n

The scale of those effects would depend on the frequency and severity of attacks, commercial risk tolerance and the effectiveness of maritime-security operations.<\/p>\n\n\n\n

The Price Escalation Scenario<\/strong><\/h3>\n\n\n\n

Oil markets had shown signs of stabilizing as some tanker traffic through Hormuz resumed and previously constrained Gulf supplies began moving again. Renewed hostilities have increased uncertainty about whether that improvement will continue.<\/p>\n\n\n\n

The Wall Street Journal reported that Goldman Sachs analysts believe crude prices could exceed $120 a barrel in the fourth quarter if disruption through the Strait of Hormuz persists.<\/p>\n\n\n\n

That assessment represents a downside scenario rather than the bank\u2019s central forecast. Goldman\u2019s base case assumes tensions ease and prices remain substantially lower. The bank also assessed that China\u2019s inventories and reduced import demand could moderate the effect of continued supply constraints.<\/p>\n\n\n\n

Oil prices will depend on several factors, including the amount of supply lost, the expected duration of the conflict, the availability of replacement barrels and routes, and whether governments release additional reserves.<\/p>\n\n\n\n

A limited interruption followed by de-escalation would likely produce a different market outcome from sustained attacks on tankers, ports or export infrastructure.<\/p>\n\n\n\n

Implications for Governments<\/strong><\/h3>\n\n\n\n

Sustained high oil prices would affect Asian economies differently, while some consequences could extend beyond the region.<\/p>\n\n\n\n

Energy-importing states may face higher transportation, electricity and manufacturing costs. Governments that subsidize fuel could have to choose between allowing more of those costs to reach consumers and increasing public spending.<\/p>\n\n\n\n

The effect on inflation, growth and public finances would depend on the level and duration of prices, exchange-rate movements, domestic energy use and the structure of national subsidy systems.<\/p>\n\n\n\n

Defense ministries also depend on reliable supplies of aviation fuel, marine diesel and other petroleum products. A prolonged disruption could require some governments to review military fuel inventories, procurement arrangements and priority-setting between civilian and defense requirements.<\/p>\n\n\n\n

The implications for military readiness would vary substantially and would depend on each country\u2019s reserve structure, operational demands and access to alternative supplies.<\/p>\n\n\n\n

Fuel-price increases can also create political pressure, particularly in countries where transport and household energy costs are heavily subsidized. Whether that pressure affects political stability would depend on domestic conditions and the duration of the disruption.<\/p>\n\n\n\n

For major powers, the situation may raise further questions about burden-sharing in maritime security, intelligence coordination and the use of emergency reserves. Cooperation would depend on the interests, capabilities and threat assessments of participating governments.<\/p>\n\n\n\n

What Defense Leaders Should Watch<\/strong><\/h3>\n\n\n\n

Relevant indicators extend beyond headline oil prices.<\/p>\n\n\n\n

Government leaders may wish to monitor tanker traffic through Hormuz and the Red Sea; changes in shipping insurance and freight rates; the pace of national reserve releases; evidence of commercial or government stockpiling; refinery disruptions; and changes in naval deployments around major maritime chokepoints.<\/p>\n\n\n\n

China\u2019s reserve policy will be especially relevant because of the size of its oil market and inventories. Decisions by Beijing to release, preserve or replenish stocks could influence regional and global demand.<\/p>\n\n\n\n

India\u2019s purchasing strategy will also be important because of the scale and growth of its energy requirements. Japan and South Korea provide additional indicators of how formal IEA emergency mechanisms are operating during a prolonged disruption.<\/p>\n\n\n\n

Export restrictions, domestic supply prioritization or unusually aggressive competition for replacement cargoes could indicate that governments are placing greater emphasis on national supply security. Such measures would not necessarily amount to a breakdown in coordination, but they could place additional pressure on the market.<\/p>\n\n\n\n

Assessment<\/strong><\/h3>\n\n\n\n

Asia\u2019s strategic reserves have so far served their intended purpose by reducing some of the immediate effects of disrupted oil flows and giving governments time to adjust.<\/p>\n\n\n\n

The principal risk is not that the region\u2019s reserves are about to be exhausted simultaneously. It is that repeated or prolonged disruption could gradually reduce the capacity of some governments to respond to a more severe escalation.<\/p>\n\n\n\n

The durability of national stockpiles will depend on whether maritime flows stabilize, how quickly reserves are replenished and how much commercial supply remains available.<\/p>\n\n\n\n

Emergency reserves can provide time and flexibility. They cannot fully offset a prolonged interruption across several major energy corridors.<\/p>\n\n\n\n
