Turkey continues to express openness to creative arrangements; Australia maintains its position that rules must be followed. With global climate diplomacy entering its most decisive decade, the risk is increasingly clear: unless the deadlock breaks in Bel\u00e9m, COP31 planning will begin with uncertainty \u2014 not leadership.<\/p>\n\n\n\n
