BRUSSELS \u2014 <\/strong>The European Commission has approved a landmark \u20ac63 billion (approximately US$74 billion) French state aid program to accelerate the development of offshore wind energy, clearing the way for one of Europe’s largest renewable energy investments and reinforcing the EU’s drive toward energy security, industrial competitiveness and net-zero emissions.<\/p>\n\n\n\n

The 25-year program will support the construction and operation of 11 offshore wind farms across the North Sea, Atlantic Ocean and Mediterranean Sea, with a combined generating capacity of up to 11.1 gigawatts (GW). Once fully operational, the projects are expected to produce approximately 47.8 terawatt-hours (TWh) of renewable electricity annually\u2014enough to supply more than 10% of France’s current annual electricity consumption.<\/p>\n\n\n\n

The approval comes as European governments intensify efforts to reduce dependence on imported fossil fuels while strengthening domestic clean-energy industries under the EU’s Clean Industrial Deal, which seeks to pair decarbonization with economic competitiveness.<\/p>\n\n\n\n

Long-Term Investment with Market Safeguards<\/h3>\n\n\n\n

The Commission approved the scheme under its Clean Industrial Deal State Aid Framework (CISAF), concluding that the program is necessary, proportionate and designed to minimize market distortions.<\/p>\n\n\n\n

Support will be allocated through competitive auctions using two-way Contracts for Difference (CfDs). Under this mechanism, developers receive financial support when electricity prices fall below an agreed reference price, while returning excess revenues to the French government when market prices exceed that level. The structure is intended to provide investors with long-term certainty while protecting taxpayers from excessive subsidies during periods of high electricity prices.<\/p>\n\n\n\n

European Commission Executive Vice-President Teresa Ribera said the decision clears the way for France to continue advancing “towards a fully decarbonised energy system” while supporting the bloc’s shared climate objectives.<\/p>\n\n\n\n

A Strategic Signal for Europe<\/h3>\n\n\n\n

Beyond expanding renewable electricity generation, the investment is expected to stimulate Europe’s offshore wind supply chain, including turbine manufacturing, ports, transmission infrastructure and maritime engineering.<\/p>\n\n\n\n

The decision also underscores the growing role of large-scale public investment in accelerating Europe’s clean-energy transition at a time when global competition for clean technology manufacturing has intensified.<\/p>\n\n\n\n

France has steadily expanded its offshore wind ambitions in recent years, and the newly approved program represents one of the largest national commitments to offshore wind deployment in the European Union.<\/p>\n\n\n\n

As governments seek to balance energy affordability, climate action and industrial resilience, the Commission’s approval highlights offshore wind’s increasingly central role in Europe’s long-term economic and energy strategy.<\/p>\n\n\n\n
