His Sandinista National Liberation Front and its allies control the National Assembly, however, giving the government the political authority to advance further changes to the electoral system.

Reuters reported that the announcement would remove the possibility of an opposition challenge as Ortega’s current term approaches its previously scheduled conclusion in 2027. Ortega has governed continuously since returning to the presidency in 2007 and also led Nicaragua during the 1980s.

A Further Break With Electoral Competition

Political competition in Nicaragua had already been substantially restricted before Ortega’s announcement.

Ahead of the 2021 presidential election, authorities detained several potential presidential candidates and other opposition figures. Ortega subsequently secured another term in a vote that was rejected by the United States, the European Union and several Latin American governments as lacking the conditions required for credible democratic competition.

The latest declaration goes further by explicitly rejecting future elections as a mechanism for transferring national political power.

The Associated Press reported that an election had been anticipated for November 2027 after constitutional changes extended presidential terms from five to six years. The publication characterized Ortega’s announcement as part of an effort to prolong his rule, while opposition figures cited by the AP said the decision further reduced the prospects for political change through established institutions.

Ortega presented the move as a defense of Nicaragua’s sovereignty. He argued that previous governments and opposition movements had been supported by the United States and had used public institutions for their own benefit.

Government critics and international rights organizations dispute that account, maintaining that accusations of foreign interference have been used to justify restrictions on political opposition, civil society and independent media.

Power Shared by Ortega and Murillo

Ortega, 80, first came to national power after the Sandinista Revolution overthrew the Somoza government in 1979. He lost the presidency in the 1990 election but returned to office in 2007 and has remained in power since.

During that period, Nicaragua’s political and constitutional framework has undergone a series of significant changes. Presidential term limits were removed, state institutions came increasingly under Sandinista control and restrictions were imposed on opposition parties, independent organizations and news outlets.

Constitutional reforms approved in 2025 established Ortega’s wife, Rosario Murillo, as co-president, extended presidential terms and expanded executive authority over other branches of government.

Those changes gave Murillo formal authority alongside Ortega and altered Nicaragua’s constitutional model from a presidency led by one individual to an executive shared by two co-presidents.

Analysts and opposition figures quoted by Reuters and the Associated Press have described the arrangement as a form of family or dynastic rule. That characterization is rejected by the government, which presents the co-presidency as part of Nicaragua’s revolutionary political system.

International Findings on Repression

Ortega’s announcement comes after years of international scrutiny of Nicaragua’s human rights record, particularly following mass protests that began in 2018.

Security forces and armed pro-government groups were accused of using excessive and lethal force during the unrest. More than 300 people were reported killed, while many Nicaraguans subsequently left the country amid arrests and political persecution.

Since then, authorities have detained government opponents, stripped hundreds of critics of their citizenship and closed thousands of nongovernmental, religious, educational and humanitarian organizations.

A 2026 report by the United Nations Group of Human Rights Experts on Nicaragua said Ortega, Murillo and other senior state and ruling-party officials allegedly bore individual responsibility for serious human rights violations. The group said the government had integrated state institutions and governing-party structures in ways that supported repression and political control.

The Nicaraguan government has rejected international human rights investigations as politically motivated and has resisted external demands for electoral and institutional reforms.

Limited External Leverage

The announcement is likely to deepen Nicaragua’s political separation from governments and institutions that have called for competitive elections and the restoration of civil liberties.

Nicaragua formally withdrew from the Organization of American States in 2023 after the regional body repeatedly criticized the 2021 election and the government’s treatment of political opponents.

The United States and European Union have imposed sanctions and other restrictions on Nicaraguan officials and institutions in response to alleged human rights violations and democratic backsliding. The Ortega government has described those measures as unlawful intervention in the country’s internal affairs.

At the same time, Nicaragua has strengthened diplomatic and economic relations with China, Russia, Cuba and Venezuela, providing the government with international partnerships outside the United States and European Union.

What Remains Unclear

The principal uncertainty is how Ortega’s declaration will be translated into law.

The government could amend the constitution to remove or restructure national elections, establish a system in which political leadership is selected through Sandinista-controlled institutions or retain some forms of voting while excluding parties considered hostile to the government.

The announcement also leaves questions about legislative and municipal elections, which Ortega did not address in detail in the reported speech.

What is clear is that the president publicly rejected the prospect of an election that could return the opposition to national power. Given the government’s control of the legislature, electoral authorities and other major institutions, the declaration represents a significant further restriction on the possibility of political transition through competitive voting.

For Nicaragua’s opposition, much of which now operates from exile, Ortega’s remarks further narrow the institutional avenues available to challenge the government. For international actors, the development is likely to renew debate over sanctions, diplomatic engagement and how to support Nicaraguan civil society without worsening conditions for the wider population.

The Nicaraguan president said his government would pursue laws preventing opposition parties from returning to office, raising new questions about the country’s political system and a national vote previously expected in 2027.
