EU Seeks Feedback on Circular Economy Act to Boost Recycling and Competitiveness

A Major Step Towards EU Circularity Goals

Last week, the European Commission launched a public consultation and Call for Evidence for the upcoming Circular Economy Act, marking a key step in the impact assessment process. The initiative will gather input from stakeholders and the public to better identify bottlenecks and opportunities for scaling up circular economy practices across the EU.

Strategic Objectives

Due for adoption in 2026, the Circular Economy Act aims to:

  • Establish a Single Market for secondary raw materials.
  • Increase the supply and demand for high-quality recycled materials.
  • Strengthen the EU’s economic security, resilience, competitiveness, and decarbonisation.

The proposal builds on recommendations from the Letta and Draghi reports, industry commitments in the Antwerp Declaration, and positions from the European Council’s Budapest Declaration and the European Parliament.

Policy Integration and Global Leadership Target

The Act is designed to align with major EU strategies such as the Competitiveness Compass, the Single Market Strategy, and the Steel and Metals Action Plan. It also complements recent legislation including the Eco-design for Sustainable Products Regulation, the Packaging and Packaging Waste Regulation, and the Critical Raw Materials Act.

By 2030, the goal is for the EU to become the global leader in the circular economy and to double its circularity rate.
