Xcel Energy’s Ryan Long praised the alignment between state and federal priorities: “We were really happy to see that [state labor component] as a portion of the IRA, because it aligned with where we were already headed — both as a company and as a state.”

These efforts positioned Minnesota as a contender for significant federal investment, despite structural challenges like its smaller population and less business-friendly tax policies compared to states like Georgia and South Carolina.
