Back in 1994, Time magazine named Juan Carlos Navarro one of the 100 most promising young leaders on the planet. Thirty years later, that bold prediction has proven remarkably accurate. In November, Navarro was honored by Business Insider in their annual Climate Action list, highlighting 15 global trailblazers driving the fight against climate change. Established as a tripartite partnership with innovative nonprofit PVBLIC Foundation and global science advocacy organization March For Science, the new office aims to streamline Panama’s environmental commitments into a cohesive, nature-based agenda. It’s the kind of ambitious, collaborative approach that defines Navarro’s leadership style.

He’s also leading Panama’s charge into the blue economy, transforming the country’s rich marine resources into a foundation for sustainable development. It’s a strategy that’s as forward-thinking as it is vital, blending economic growth with environmental stewardship. His leadership was further demonstrated when Panama became the first non-Small Island Developing State to join the Development Bank for Resilient Prosperity. 

This groundbreaking initiative leverages nature-based assets to secure affordable financing, setting a model for resilience and prosperity.

Juan Carlos Navarro isn’t just focused on national progress; his work is making waves on the global stage. At COP29 in Baku, his team showcased Panama’s innovative approaches to climate governance and rallied international support for science-informed climate goals. Whether advocating for biodiversity preservation or fighting for vulnerable communities, Navarro has firmly positioned Panama as a global leader in environmental diplomacy.
