The memorandum of understanding, signed this week, aims to advance Libya\u2019s \u201cblue economy\u201d\u2014a model centered on the sustainable use of marine resources to drive growth, create jobs, and strengthen food security. It is an ambitious vision, anchored in a simple reality: with nearly 2,000kms (1242 miles) of Mediterranean coastline, Libya possesses one of North Africa\u2019s most underutilized natural assets.<\/p>\n\n\n\n

But ambition alone will not determine the outcome. The success of this initiative will depend less on strategy\u2014and more on execution in a complex and still-fragile political environment.<\/p>\n\n\n\n
