WASHINGTON<\/strong> \u2014 Diplomatic efforts to restore commercial shipping through the Strait of Hormuz intensified Tuesday as the United States paused direct military strikes against Iran and regional mediators sought to translate the reduction in hostilities into a limited maritime agreement.<\/p>\n\n\n\n

President Donald Trump said the United States was engaged in “good talks” involving Iran and suggested an agreement was possible, while warning that military operations could resume if diplomacy fails.<\/p>\n\n\n\n

Iran, however, has rejected suggestions that it is negotiating directly with Washington, maintaining that discussions are taking place through Oman and other regional governments. Qatar and Pakistan have also participated in indirect diplomatic efforts surrounding the broader conflict.<\/p>\n\n\n\n

The negotiations are focused first on restoring predictable commercial navigation through the Strait of Hormuz rather than resolving the wider disputes between Washington and Tehran. The waterway normally carries roughly one-fifth of global oil trade, making its security a priority for governments, energy markets and international shipping.<\/p>\n\n\n\n

Oman Emerges as Key Mediator<\/strong><\/h3>\n\n\n\n

Oman has proposed a regional mechanism for managing navigation through the Strait of Hormuz, according to Reuters, citing a Gulf source familiar with the discussions.<\/p>\n\n\n\n

The proposal would distribute responsibility for maritime safety among regional states rather than leaving operational management solely to Iran. Reuters reported that the concept draws in part from the cooperative governance model used in the Strait of Malacca, where participating governments and commercial users jointly support navigational safety and emergency services.<\/p>\n\n\n\n

Separately, The Wall Street Journal<\/em> reported that Iranian and Omani officials have been negotiating arrangements to restore commercial shipping before attempting broader political negotiations. According to the newspaper, unresolved issues include Iran’s role in managing the waterway and whether any maritime service fees would be permitted.<\/p>\n\n\n\n

Those differences remain significant, but a limited operational agreement on shipping is widely viewed as more achievable than an immediate settlement covering Iran’s nuclear program, sanctions, regional armed groups and the broader security architecture of the Gulf.<\/p>\n\n\n\n

Commercial Shipping Remains Well Below Normal<\/strong><\/h3>\n\n\n\n

Despite the diplomatic activity, maritime traffic through Hormuz remains substantially below pre-conflict levels.<\/p>\n\n\n\n

Lloyd’s List Intelligence reported that vessel movements through the strait during the week of July 13\u201319 were approximately 90% lower than during the same period last year. The firm’s vessel-tracking data also showed that many ships continuing to transit the area were operating with automatic identification systems disabled or under specialized security arrangements.<\/p>\n\n\n\n

The data illustrates that prolonged uncertainty\u2014not only physical attacks\u2014has significantly disrupted commercial shipping, with elevated insurance costs, security concerns and operational restrictions discouraging many conventional operators from entering the Gulf.<\/p>\n\n\n\n

Strategic Outlook<\/strong><\/h3>\n\n\n\n

While attention has largely focused on military operations, the strategic significance of the current negotiations extends beyond the battlefield. Control of the Strait of Hormuz affects global energy markets, commercial shipping, insurance costs and supply chains, making freedom of navigation a strategic interest shared by governments far beyond the Middle East.<\/p>\n\n\n\n

The diplomatic effort now underway is therefore about more than reducing military tensions.
