The goal is clear, the journey is pragmatic and realistic.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-flexibility-and-fairness-in-achieving-the-target\">Flexibility and Fairness in Achieving the Target<\/h3>\n\n\n\n<p>Informed by consultations with EU member states, citizens, civil society, and science bodies including the IPCC, the proposal takes a <strong>more flexible and cost-effective approach<\/strong>. It allows limited use of international carbon credits starting in 2036, integrates domestic carbon removals into the EU ETS, and permits <strong>cross-sectoral balancing<\/strong>\u2014for example, letting success in waste and transport offset underperformance in land use.<\/p>\n\n\n\n<p>The approach prioritizes <strong>fairness, simplicity, and cost-effectiveness<\/strong>, with consideration for national contexts and industrial realities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-clean-industrial-deal-gains-momentum\">Clean Industrial Deal Gains Momentum<\/h3>\n\n\n\n<p>The Commission also issued its <strong>first delivery update on the Clean Industrial Deal<\/strong>, a key pillar of the EU\u2019s competitiveness and decarbonisation agenda.
