As public equity markets become increasingly concentrated around a handful of technology giants, the world’s largest sovereign wealth funds are redirecting billions toward private infrastructure, private credit and private equity\u2014signaling a profound shift in how governments are positioning capital for the AI era.<\/p>\n\n\n\n

The artificial intelligence revolution is reshaping not only technology markets, but also the investment strategies of the world’s largest pools of sovereign capital.<\/p>\n\n\n\n

According to new research from global asset manager Invesco, sovereign wealth funds (SWFs) overseeing a combined US$17.2 trillion are increasingly reducing their exposure to public equity markets in favor of private investments tied to the infrastructure underpinning the next generation of AI-driven economies.<\/p>\n\n\n\n

The trend reflects growing concern that traditional public market portfolios have become overly dependent on a small number of mega-cap technology companies while simultaneously creating new opportunities to invest directly in the physical assets expected to power decades of economic growth.<\/p>\n\n\n\n

Rather than simply owning shares in AI companies, sovereign investors are increasingly seeking ownership of the digital infrastructure that makes artificial intelligence possible\u2014from hyperscale data centres and electricity generation to transmission networks, semiconductor supply chains and digital connectivity.<\/p>\n\n\n\n

From Public Markets to Private Opportunity<\/h3>\n\n\n\n

Invesco’s annual survey of 90 sovereign wealth funds found that a net 17 percent plan to reduce their holdings of listed equities this year, marking a significant reversal from previous years.<\/p>\n\n\n\n

Instead, between 28 and 35 percent of respondents intend to increase allocations to private equity, private credit and infrastructure.<\/p>\n\n\n\n

Infrastructure has emerged as one of the biggest beneficiaries of that transition. Average allocations among surveyed funds have nearly doubled\u2014from approximately five percent in 2022 to nine percent in 2025\u2014as governments increasingly view long-term infrastructure assets as both attractive investments and strategic national capabilities.<\/p>\n\n\n\n

The shift comes as equity markets have become increasingly concentrated. The ten largest companies in the S&P 500 now account for roughly 38 percent of the index’s value, largely driven by the extraordinary growth of the “Magnificent Seven” technology firms at the center of the global AI race.<\/p>\n\n\n\n

For many sovereign investors, that concentration raises difficult questions about diversification, resilience and long-term portfolio construction.<\/p>\n\n\n\n

Building the Physical Foundations of AI<\/h3>\n\n\n\n

The migration into private markets is being driven by more than investment returns.<\/p>\n\n\n\n

Artificial intelligence requires an unprecedented expansion of physical infrastructure\u2014including data centres, renewable energy, transmission grids, fiber networks, advanced cooling systems and semiconductor manufacturing capacity.<\/p>\n\n\n\n

Those assets are increasingly viewed as strategic infrastructure essential to national competitiveness.<\/p>\n\n\n\n

For governments, investing in domestic AI infrastructure also carries national security implications. Building data centres and digital infrastructure within national borders can reduce dependence on foreign jurisdictions while strengthening digital sovereignty and protecting sensitive information.<\/p>\n\n\n\n

As one Middle Eastern sovereign wealth fund told Invesco, “the AI wave is currently best captured in private credit and infrastructure opportunities.<\/em>“<\/p>\n\n\n\n

A New Era of Portfolio Resilience<\/h3>\n\n\n\n

The reassessment extends beyond equity concentration.<\/p>\n\n\n\n

For decades, institutional portfolios relied on the assumption that stocks and bonds would offset one another during periods of market stress. That relationship has weakened considerably following the inflation shocks of 2021 and 2022, prompting investors to reconsider traditional asset allocation models.<\/p>\n\n\n\n

Private infrastructure offers characteristics that many sovereign investors now value highly: stable long-term cash flows, inflation-linked revenues, lower correlation with public markets and direct exposure to structural economic transformation.<\/p>\n\n\n\n

Private credit has also continued attracting sovereign capital despite recent redemption pressures across parts of the industry, suggesting investors remain confident in the asset class’s long-term role within diversified portfolios.<\/p>\n\n\n\n

Strategic Capital for National Competitiveness<\/h3>\n\n\n\n

Some of the world’s largest sovereign investors are already well advanced in this transition.<\/p>\n\n\n\n

Singapore’s Temasek reports that nearly half of its portfolio is invested in unlisted assets, while the United Arab Emirates’ Mubadala has allocated almost 60 percent of its investments across private equity, infrastructure and real estate.<\/p>\n\n\n\n

Their strategies increasingly reflect a broader evolution occurring across sovereign investment institutions worldwide.<\/p>\n\n\n\n

Rather than viewing infrastructure solely as a source of stable returns, governments are increasingly treating it as a strategic investment in economic resilience, technological leadership and national security.<\/p>\n\n\n\n
