In 17 of those, it surpasses 20%\u2014a level closely tied to default risk.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cLow-income countries spend 2.3 times more on interest payments than on social assistance,\u201d<\/em> he added. <em>\u201cDebt is crowding out the very investments needed to achieve the Sustainable Development Goals.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Debt-for-Nature Swaps Offer a Path Forward<\/h3>\n\n\n\n<p>Neto called for expanding <strong>debt-for-development and debt-for-nature swaps<\/strong> to redirect fiscal flows toward conservation and resilience-building.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThese swaps allow countries to redirect debt payments toward protecting biodiversity, restoring ecosystems, and building climate resilience,\u201d<\/em> he said.<\/p>\n<\/blockquote>\n\n\n\n<p>He cited Belize\u2019s 2021 debt swap, which cut 10% of GDP in debt and funded marine conservation, and Ecuador\u2019s 2023 restructuring of $1.6 billion, which generated $450 million for Gal\u00e1pagos Islands conservation over 20 years.<\/p>\n\n\n\n<p>UNDP has supported these instruments through pre-feasibility, structuring, and monitoring work.<em> <\/em><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cForests, wetlands, coral reefs, and mangroves are natural capital&#8230; Yet we continue to underinvest in it,\u201d<\/em> said Neto, referencing a $700 billion annual biodiversity finance gap.<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Institutionalizing Innovation with Guardrails<\/h3>\n\n\n\n<p>Neto stressed the need for robust monitoring and clear governance:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cEnhanced monitoring of debt-for-development swap proceeds is critical for transparency&#8230; Without clear governance and third-party verification, there is a risk that proceeds may be diverted or fail to deliver measurable outcomes.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>He also acknowledged the concerns around credit ratings:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThese instruments may be viewed as \u2018credit negative\u2019 by credit rating agencies, particularly if it involves a distressed exchange.
