It remains open for signature until September 2025.<\/p>\n\n\n\n<p>On 26 August, Moldova signed, and on 27 August, Cabo Verde ratified, bringing the treaty to 140 signatories and 54 ratifications. }, true);\n    window.addEventListener('resize', ()=>{ if(menu.classList.contains('open')) placeMenu(); });\n    document.addEventListener('keydown', (e)=>{ if(e.key==='Escape') closeMenu(); });\n  }\n});\n<\/script>\n<!-- \/SDG News @ UNGA80 \u2013 Interactive Promo Card -->\n\n\n\n<h3 class=\"wp-block-heading\">Financial Rules Take Center Stage<\/h3>\n\n\n\n<p>Delegates spent much of the session reviewing draft financial rules that will guide the Conference of the Parties, its secretariat, and subsidiary bodies.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cIt is important to fully consider the requirements of developing countries,\u201d<\/em> said <strong>Iran\u2019s representative<\/strong>, noting that a finance committee would be responsible for needs assessments.<\/p>\n<\/blockquote>\n\n\n\n<p>Oman\u2019s delegate urged drawing on UN financial rules to ensure \u201cefficiency, efficacy and transparency,\u201d while <strong>the Philippines<\/strong> cautioned against excessive budget flexibility that could divert funds away from capacity-building and technology transfer for developing states.<\/p>\n\n\n\n<p><strong>Nigeria<\/strong>, speaking for the African Group, welcomed draft language clarifying the relationship between the secretariat and the finance committee but called for more detail on how budgets will estimate miscellaneous income.<\/p>\n\n\n\n<p><strong>Saint Lucia<\/strong>, on behalf of CARICOM, stressed that \u201cthe finance committee\u2019s role should remain strictly advisory,\u201d ensuring that final budget authority rests with the Conference of the Parties.<\/p>\n\n\n\n<p>Meanwhile, <strong>Papua New Guinea<\/strong>, representing Pacific small island developing states, questioned whether modeling the treaty\u2019s finance committee on the International Seabed Authority was appropriate given <em>\u201ca different orientation in terms of mobilization of funds and the assessment of needs.\u201d<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Special Circumstances of Small States<\/h3>\n\n\n\n<p>The financing debate repeatedly returned to the priorities of developing and small island states.<\/p>\n\n\n\n<p><strong>Maldives<\/strong>, speaking for the Alliance of Small Island States, underlined that financial rules must guarantee their eligibility for support under the voluntary trust fund. Canada stressed that unfunded mandates, particularly for the Scientific and Technical Body, must be addressed to avoid undermining the treaty\u2019s implementation.<\/p>\n\n\n\n<p>The European Union, participating as observer, urged consistency between the financial rules and the terms of reference for the trust fund, while <strong>Chile<\/strong>, on behalf of the Core Latin American Group, called for focusing on \u201cthe operationalization of the special fund\u201d rather than creating duplicative rules.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Rules of Procedure Revisited<\/h3>\n\n\n\n<p>In the afternoon session, delegates turned to draft rules of procedure for the Conference of the Parties.<\/p>\n\n\n\n<p>CARICOM and the African Group said in-person meetings should remain the default, with virtual or hybrid formats reserved for \u201cclearly defined\u201d exceptional circumstances. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThe COVID-19 pandemic has demonstrated that events not foreseen can suddenly create unusual circumstances,\u201d<\/em> noted <strong>Jamaica\u2019s delegate<\/strong>.<\/p>\n<\/blockquote>\n\n\n\n<p>The European Union opposed hybrid meetings, favoring either in-person or fully virtual formats. <strong>Singapore<\/strong>, speaking for the Alliance of Small Island States, pressed for more flexibility, including the option for pre-recorded statements.<\/p>\n\n\n\n<p>Norway, with support from Canada, Australia, New Zealand, Singapore and Iceland, proposed simplifying the rules to clearly set conditions for when virtual meetings can be held and what decisions they can take.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/sdgnews.com\/wp-content\/uploads\/2025\/08\/image-11.png\" alt=\"\" class=\"wp-image-8287\" srcset=\"https:\/\/sdgnews.com\/wp-content\/uploads\/2025\/08\/image-11.png 1024w, https:\/\/sdgnews.com\/wp-content\/uploads\/2025\/08\/image-11-300x169.png 300w, https:\/\/sdgnews.com\/wp-content\/uploads\/2025\/08\/image-11-768x432.png 768w, https:\/\/sdgnews.com\/wp-content\/uploads\/2025\/08\/image-11-18x10.png 18w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\"><em>(Information as of 09 June 2025<\/em>)<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Looking Ahead<\/h3>\n\n\n\n<p>The Preparatory Commission will reconvene on 28 August to continue negotiations. While disagreements remain over financing and procedures, momentum is building toward operationalizing the High-Seas Biodiversity Treaty.<\/p>\n\n\n\n<p>For many delegations, the stakes are clear: ensuring that the treaty delivers equitable participation and effective governance for all states.
