Saudi Arabia’s Quantum Ambitions Expand With New Pasqal Regional Venture

A new commercial joint venture between French quantum company Pasqal and Saudi-based Eleven Ventures signals the Saudi quantum push to build domestic infrastructure, talent and commercial capacity, with ambitions extending across the Middle East and North Africa.

Saudi Arabia is expanding its frontier-computing ambitions as Pasqal and Eleven Ventures move to establish a commercial joint venture designed to deploy and scale quantum computing systems across the Kingdom and the wider Middle East and North Africa.

The companies announced the agreement on August 24, during Saudi Crown Prince Mohammed bin Salman’s official visit to France. Pasqal Arabia plans to deploy multiple Pasqal neutral-atom quantum systems in Saudi Arabia over the coming years, build local expertise and bring the company’s technology to customers across the region. HRH Prince Abdulaziz Bin Turki Bin Talal, founder of Eleven Ventures, will chair the venture.

The announcement points to a broader shift in Saudi technology strategy: from purchasing advanced computing capacity toward building more of the infrastructure, expertise and commercial ecosystem inside the Kingdom.

From a Quantum Computer to a Regional Platform

The venture builds on a significant milestone reached earlier this year.

In May, Aramco and Pasqal officially inaugurated Saudi Arabia’s first quantum computer at Aramco’s Dhahran data center and launched what they described as the Middle East’s first commercial Quantum Computing as a Service platform.

The system gives external companies, universities and research institutions access through Pasqal’s cloud platform, while Aramco is developing quantum-hybrid applications spanning areas including energy, materials, logistics and CO₂ storage.

Pasqal Arabia broadens that model. Rather than focusing primarily on one major corporate deployment, the new venture is intended to establish additional systems and commercialize quantum computing across Saudi Arabia and eventually the wider region.

That distinction matters. The emerging competition in quantum technology is increasingly about more than possessing quantum hardware. Governments are also seeking talent, research capacity, industrial applications and domestic infrastructure capable of translating technological advances into economic value.

Saudi Quantum Joins the AI Infrastructure Push

The move fits into Riyadh’s much larger effort to develop sovereign computing capacity as part of its economic diversification strategy.

Saudi Arabia has already committed heavily to artificial intelligence, cloud infrastructure and data centers. PIF-backed AI company Humain is pursuing large-scale computing infrastructure, including a Saudi data-center project that could cost at least $5.33 billion, according to Reuters. AWS, Google and other technology groups are also expanding their presence in the Kingdom.

Quantum computing is at a much earlier stage of commercial development than AI, and broad economically significant advantage over conventional computing has yet to be demonstrated across most industries.

But Saudi Arabia appears to be applying a familiar strategy: establish infrastructure early, attract international technology partners, develop domestic capabilities and position itself to capture value if the technology scales.

For governments, that may be one of the more important signals in the announcement.

A Growing Saudi-French Technology Corridor

The venture also sits within an expanding strategic relationship between Saudi Arabia and France.

Following talks between French President Emmanuel Macron and Crown Prince Mohammed bin Salman on August 24, the two countries agreed to deepen cooperation in artificial intelligence, quantum computing, emerging technologies and capacity building.

That creates a potentially complementary partnership. France has developed one of Europe’s significant quantum ecosystems, while Saudi Arabia offers capital, energy resources, large industrial users and an increasingly aggressive strategy for building advanced computing infrastructure.

Pasqal is positioned directly at that intersection.

The French company develops neutral-atom quantum computers and is also moving toward a proposed U.S. public listing through a business combination with Bleichroeder Acquisition Corp. II. As of August 25, that transaction remains subject to shareholder approval and customary closing conditions.

The Signal for Governments

Saudi Arabia’s strategy illustrates how the global competition over computing infrastructure is beginning to expand beyond AI chips and data centers.

Quantum computing, advanced semiconductors and hybrid quantum-classical systems are increasingly entering national technology strategies even before their full commercial potential is clear.

For governments, the strategic question is therefore not simply whether to invest in quantum. It is where they want to sit in the emerging value chain.

Countries that develop infrastructure, talent, research partnerships and real-world industrial use cases could gain greater influence over how the technology is ultimately commercialized. Those that wait may face a more limited role as customers of infrastructure and intellectual property developed elsewhere.

Saudi Arabia is positioning itself early.

The Bigger Bet

Execution will now matter more than ambition.

Pasqal and Eleven Ventures have not disclosed the investment value of the joint venture, the exact number of quantum systems planned or a detailed deployment timetable. Quantum computing itself also remains an emerging technology with substantial technical and commercial uncertainty.

Still, the trajectory is notable. Within months of inaugurating its first quantum computer, the Saudi quantum effort is becoming the base for a much larger regional venture.

Pasqal Arabia will therefore provide an early test of whether national investment in quantum technology can evolve beyond research and individual hardware installations into a functioning regional commercial ecosystem.

For Saudi Arabia, that is the larger bet: not simply to use the next generation of computing, but to help determine where it is built, commercialized and scaled.
