As Quantum For The Goals convenes at UN Headquarters, UNESCO warns of a widening quantum divide between the countries financing the technology and everyone else.
NEW YORK — For most of its history, quantum technology belonged primarily to physicists, universities and research laboratories. Increasingly, it belongs to presidents, finance ministers, investors, defense officials and corporate leaders.
That shift will be on display this month when Quantum For The Goals convenes at United Nations Headquarters on September 22 during the 81st Session of the UN General Assembly, bringing together governments, scientists, industry leaders and major sources of global capital.
Quantum is moving from scientific promise toward strategic competition and eventual commercialization. That raises two connected questions: how can the technology deliver meaningful real-world impact, and what capital architecture will be required to finance, scale and deploy it?
The Quantum Divide
The United Nations has already recognized the stakes. In 2024, the General Assembly proclaimed 2025 the International Year of Quantum Science and Technology, with UNESCO leading a global effort around cooperation, capacity building and access.
UNESCO’s Global Quantum Initiative for 2026-2028 now warns of a growing “quantum divide.” More than $55.7 billion has been committed globally to quantum technologies, largely through government investment, while more than 150 countries still lack national quantum strategies and participation from the Global South remains limited.
UNESCO is emphasizing education, shared infrastructure, science diplomacy and responsible governance to help close that gap.
The challenge is no longer simply who develops quantum technologies first. It is who has the capacity, financing and partnerships to participate in the economy built around them.
From Scientific Race to Strategic Race
The technology is advancing quickly.
Google’s Willow processor marked an important step in quantum error correction. Microsoft continues to pursue topological quantum computing. Amazon Web Services has entered the hardware race with Ocelot, while IBM is targeting a fault-tolerant system later this decade.
Commercially transformative quantum computing has not yet arrived. Hardware approaches remain unsettled and many applications are still experimental.
But the strategic conversation has changed.
Governments are increasingly asking when breakthroughs will translate into economic and national advantage, where those capabilities will be concentrated and who will finance the transition from research to deployment.
Capital Architecture for the Quantum Era
That financing question is central.
Quantum’s future will be shaped not only by scientific breakthroughs, but by the financial structures capable of carrying them from discovery to commercialization and deployment.
Quantum technologies combine high scientific risk, expensive infrastructure and long, uncertain development cycles. OECD research shows governments are already using research funding, grants, procurement and equity investment to support different stages of development.
Private investment is also accelerating. McKinsey estimates that quantum technology startups attracted $12.6 billion in 2025, 6.3 times the previous year’s level.
Quantum For The Goals will bring together capital spanning venture, institutional, sovereign, family office, philanthropic and catalytic approaches alongside governments, scientists and industry leaders.
The aim is not simply to bring more money into quantum, but to explore how different forms of capital can work together to accelerate commercialization, strengthen national resilience and expand real-world impact.
From Investment to Impact
The potential applications are significant.
Quantum technologies could eventually improve materials science and drug discovery, optimize energy and transportation systems, strengthen sensing and secure communications, and tackle difficult problems in finance, logistics and industry.
For smaller and developing states, however, participation will depend heavily on whether investment models emerge that extend beyond the world’s largest markets.
That is where the capital and impact agendas converge.
If investment remains concentrated in a handful of technology hubs, the quantum divide UNESCO has identified could deepen. Public, private, sovereign and catalytic capital could instead help support infrastructure, skills and applications in countries that might otherwise remain outside the ecosystem.
Why UNGA Matters
That is what makes quantum’s arrival during the UN General Assembly significant.
The technology has already reached laboratories, national strategies and investment portfolios. What remains less developed is the international architecture connecting them.
Quantum For The Goals, hosted by Bohrealis, is designed around that gap.
The forum will convene government leaders with capital from venture, institutional, sovereign, family office and philanthropic communities, alongside scientists, industry executives and quantum innovators.
It will also elevate the perspective of smaller and frontline states.
Prime Minister Lord Fatafehi Fakafanua of the Kingdom of Tonga is chairing the initiative, positioning a Pacific island nation not merely as a future recipient of quantum technologies, but as a participant in shaping how the ecosystem develops.
That matters because quantum research and capital remain concentrated in relatively few advanced economies, while many of the challenges the technology may eventually help address, from energy resilience and health to secure communications, are global.
From Quantum Supremacy to Quantum Diplomacy
The first era of the quantum race has largely been defined by scientific achievement.
The next may increasingly be defined by quantum diplomacy, and quantum finance.
Governments will need partnerships around research, talent, standards, cybersecurity and investment. Investors will need ways to finance technologies whose development cycles may extend beyond conventional expectations. Scientists and companies will need access to patient and strategic capital capable of moving breakthroughs into real-world systems.
Quantum computing is not yet mature. But the financial and institutional architecture surrounding it is being built now.
The quantum revolution will ultimately depend on scientific breakthroughs.
Its reach will depend on something equally consequential: who finances them, how they are scaled, where they are deployed and who gets to participate.
That is why bringing quantum, and the capital architecture behind it, into the heart of the United Nations General Assembly matters.
