Key Impact Points:

  • COP16 in Cali is expected to attract protests and increase the risk of logistical disruptions.
  • U.S. citizens should be aware of street crime and maintain vigilance, especially in public spaces.
  • Increased security, including road closures and police checkpoints, will be in place throughout the event.

COP16 Security Overview

The United Nations Biodiversity Conference of Parties (COP16) is set to take place in Cali, Colombia, from October 21 to November 1, 2024. While the event is highly anticipated, U.S. citizens attending should be mindful of potential security risks, including street crime and protest activities. The U.S. Embassy has urged visitors to incorporate safety measures and be prepared for possible disruptions.

Given the event’s high profile, protests from environmental and activist groups may lead to roadblocks and delayed travel within the city. Colombian security forces have implemented extensive measures to secure the event, including 14 security checkpoints along main routes and two designated “safe zones”—a Blue Zone in Yumbo and a Green Zone in West-Central Cali—where security presence will be heightened.

Increased Security Measures

Colombian National Police (CNP) will be stationed throughout the city, and road closures will be enforced on side streets during the conference. While these measures aim to enhance safety, violent crime such as robbery, kidnapping, and homicide remains a concern, particularly in areas outside of Cali.

U.S. citizens should follow local authorities’ instructions, stay within the designated safe zones, and avoid venturing into more remote areas.

Actions to Take

If you are traveling to Cali for COP16, here are essential actions to ensure your safety:

  • Maintain vigilance, especially in public spaces.
  • Avoid leaving the designated “safe zones” and steer clear of crowds or demonstrations.
  • Use secure ATMs, and avoid carrying large amounts of cash or wearing valuable jewelry.
  • Limit cellphone use in public and monitor local media for any security updates.

In the case of a robbery, it is advised to be non-confrontational for personal safety.
