Dong Yeol Rhee, Ambassador of the Republic of Korea to the Kingdom of Denmark
Dong Yeol Rhee has built a diplomatic career around issues increasingly central to national security: cybersecurity, military AI, arms control and international cooperation.
Before becoming South Korea’s Ambassador to Denmark in 2025, Rhee served as Ambassador for International Cyber Cooperation and, before that, Ambassador for International Security Affairs at the Republic of Korea’s Ministry of Foreign Affairs. Earlier in his career, he also led work related to peace diplomacy on the Korean Peninsula.
Those roles placed him directly inside debates over how governments respond to security challenges that increasingly cut across traditional policy boundaries.
As Ambassador for International Security Affairs, Dong Yeol Rhee participated in international discussions on disarmament, non-proliferation and the military use of artificial intelligence. He emphasized the importance of international norms governing responsible military AI and stronger cooperation to prevent an uncontrolled arms race.
His subsequent cyber portfolio added another dimension: how governments build resilience, respond to cyber threats and develop shared norms in a domain where technology often moves faster than diplomacy.

That perspective is especially relevant for South Korea, a country whose global influence is closely tied to advanced manufacturing and technology while its security environment has long required close attention to deterrence, alliances and emerging threats.
The Bigger Signal
Dong Yeol Rhee represents a broader change taking place within foreign ministries.
Technology policy is becoming security policy.
Governments are confronting cyber threats, artificial intelligence, critical infrastructure, trusted supply chains and strategic technologies that cannot be addressed by domestic policy alone. They increasingly require alliances, shared standards and new forms of international coordination.
Rhee’s posting in Denmark places that experience within a bilateral relationship that has steadily expanded beyond traditional diplomacy. Korea and Denmark established a Strategic Partnership and Green Growth Alliance in 2011, later upgraded to a Comprehensive Green Strategic Partnership in 2021.
Rhee’s career reflects an emerging model of diplomacy in which technological capability, economic resilience and national security are becoming increasingly difficult to separate.
